David Blackburn, BSHA
Cash Applications Manager, RC Billing
As Business Office Manager, David Blackburn is actively involved in the day to day operations of RC Billing. David has more than 18 years of reimbursement experience in the field of oncology and brings a wealth of knowledge to the billing processes.
Prior to joining the RC Billing team, Blackburn was directly responsible for a large oncology treatment center specializing in Medical Oncology, Radiation Oncology, PET/CT, Stem Cell Transplant, and Oncology Research programs while managing over $75 million dollars in annual revenue. He has developed and implemented policies and procedures throughout his career that influence effective and proven techniques for operations and development of business offices and front offices alike.
In addition, David has an extensive background in Payor Credentialing, successful Managed Care Contracting and fee negotiations. He has vast experience with auditing billed services verifying proper reimbursements and chart audits verifying correct charge capture.
David obtained a degree in Health Administration from Kennedy-Western University. He combines his education and billing office experience ensuring the clients billing and collection processes run smoothly and efficiently while optimizing revenue.
Donna Fleck
Credentialing/Contracting Manager
As the Credentialing/Contracting Department Manager, Donna Fleck oversees and provides direction for all RCB clients' payor's credentialing and contracting /rate negotiation processes, including hospital privilege credentialing. The department utilizes credentialing software that provides reporting for expiring credentialing documents in addition to re-credentialing deadlines and payor fee schedule changes and updates. This department prides itself on being totally paperless, which ensures prompt response to payor requests for needed information. The department consists of multiple Credentialing/Contracting Reps, a Credentialing Assistant and a Reimbursement Rep. Donna ensures that all client payor contracts are executed at the highest possible reimbursement for client financial success.
Donna has been in the medical billing field for over 25 years. Her billing and credentialing/contracting background in Medical Oncology started 12 years ago and then progressed to Radiation Oncology. Donna has been both an Administrator over large practices, clinics and hospital business offices and Director of nationwide cancer center billing companies. Donna has been with RCB since 2004.
Connie Perry
Accounts Receivable Manager
Connie joins our team with 22 years billing experience in Medical, Gynecologic & Radiation Oncology. She is actively involved with the A/R team to maximize collections and provide daily guidance to ensure that A/R is worked timely and effectively enhancing the DSO.
Prior to joining RC Billing, Connie worked in all aspects of billing for a group of 20 physicians specializing in Medical Oncology, Gynecologic Oncology, Radiation Oncology, PET/CT, Stem Cell Transplant and Oncology Research protocols. During her tenure, she developed and implemented revenue cycle policies and procedures to streamline the operational processes starting at patient arrival through completion of treatment.
Connie has extensive experience in chart auditing, E&M auditing, coding and charge capture. She has experience credentialing new physicians, as well as existing physician re-credentialing, reviewing payer contracts and negotiations. Connie's philosophy is that her team is instrumental in navigating the complex insurance requirements to ensure that her clients and their patients can focus on treatment and the battle at hand.
Marcie Pritchard
Charge Entry Manager/Client Resource Manager
As Client Resource Manager, Marcie Pritchard is actively involved in a variety of business/client services. Marcie has 6 years medical administration and billing experience, as well as 3 years of oncology experience including learning radiation from entry-level and up.
Marcie has found her previous hands-on clinical experience very useful and has allowed her to see the charge process first-hand and understand how important accuracy is in all situations. It has also helped her to understand the physician's perspective of wanting to focus only on patient care and not worry about the billing side.
Marcie obtained a bachelor's degree in Communications from Hardin Simmons University. She combines her education and clinical experience to ensure accuracy throughout the entire patient chart and charges review process.
Karen Ryker
Client Resource Manager, RC Billing
Karen Ryker finds it advantageous to have worked from the ground up in radiation oncology because it gives her an edge in knowing, "Why are we here?" Her answer would be, "When you work face-to-face with the patient you realize every number represents an individual fighting for their life. It is our duty as healthcare professionals to make every effort to ensure the patient does not worry about the financial aspect of their treatment but are well informed in the process."
She finds radiation oncology coding challenging in the ever changing world of technology. Her past Regional Financial Manager role with a major radiation therapy company included training radiation oncology coders not only in coding and compliance but verification, pre-authorization, pre-determination and financial counseling. This makes for an educated liaison between RC Billing, physicians and their staff.
Obtaining a Bachelor of Arts in Healthcare Administration from Midway College combined with her 15 years of administrative experience in healthcare, Karen has an eye for processes in the clinical environment that can often deter patient growth, lack of reimbursement from insurance providers and possible missed revenue.
As Client Resource Manager, Karen looks forward to working each day with physicians, their staff and the RC Billing team to ensure the highest level of professionalism.
Linda Tumbleson
Accounts Receivable Manager
As Accounts Receivable Manager, Linda Tumbleson is actively involved in the day-to-day process of physician reimbursement. Linda has 27 years of experience in the medical arena and brings a wealth of knowledge from different aspects of the billing and reimbursement process.
Before joining RC Billing, Linda spent the last ten years of her career training physicians and their staff across the country on how to use electronic medical records and practice management systems. She has provided both system implementation and training services.
Linda implemented an electronic medical records system for a local hospice group in Austin, Texas. She worked with every discipline involved with patient care and provided training to all the billing/business office staff, nurses, social workers and chaplains. Linda worked in the field with these individuals to ensure the utilization of their system was not only efficient but also allowed them to focus on patient care and the compassion needed with terminally ill patients. Linda has excellent analytical skills and shows a great deal of understanding and compassion for patients, which is an essential component in this industry.
Linda focuses on maximizing physician reimbursement, maintaining compliance with her clients, mentoring her staff and striving for maximum physician reimbursement. For Linda, it is all about the team and less about her personal achievements. When her team is successful, doctors collect more of their receivables and that is how she marks her success. As Linda says, "That is why we are in business!"
